Sterling Background Check was configured to manage core screening capabilities, including drug testing, criminal record checks, education verification, and employment verification, and to support E-Verify processes as part of onboarding. Windstream documentation and process work included creation of standard operating procedures covering roughly 70 percent of screening and onboarding documents, and manager-facing instructions for requisition handling and backfilling.
The implementation was integrated into Windstream talent and HR systems, with explicit operational links to Taleo for requisition and applicant workflows and PeopleSoft for HRIS submittals, and technical connectivity to E-Verify services. Windstream co-managed the relationship with its background and onboarding provider SterlingOne, and the Sterling Background Check deployment followed a cloud SaaS model with interfaced workflows between applicant tracking, HRIS, and the screening vendor to streamline candidate adjudication and verification.
Governance and operationalization focused on process ownership by HR advisors, training of HR staff on screening and onboarding procedures, and documented escalation paths for exceptions. The rollout emphasized procedural change, with HR responsible for administering screening results, creating audit-ready process documents, and operating the integrated screening to support recruiting and new hire onboarding functions.

In 2022, Windstream implemented Oracle Field Service Cloud (ex TOA ETAdirect) as its Field Service Management solution. Windstream is a U.S. telecommunications provider serving residential and business customers across 18 states, and the deployment targeted customer service and field operations to reduce inbound inquiries about appointments and technician arrival windows.
Windstream moved from a text based dispatch approach to Oracle Field Service Cloud, adopting a more visual, machine learning enabled platform. The implementation was executed in phases, bringing online Communication, En Route, and the Where is My Technician? capability, and leveraging the application s prebuilt customer survey to capture post service feedback. Oracle Field Service Cloud is part of the Oracle Advertising and Customer Experience suite and was used to standardize appointment reminders and multi channel notifications including text messages, email, and phone calls.
The company integrated the Where is My Technician? feature into broader business workflows to create a customer facing hub that displays technician location via GPS and provides estimated arrival windows. Combining Where is My Technician? with Communication enabled real time updates and automated messaging to customers, and extended visibility for call center customer service agents across the service lifecycle from schedule creation through completion. The En Route feature was configured to provide dynamic arrival estimates to technicians and customers, reducing cancellations or changes to field work and improving in field execution.
Windstream retained a long term relationship with Oracle through Product Management and Center of Excellence engagement to influence product enhancements and accelerate adoption of new features.
