In 2022, Wirral Council initiated deployment of Oracle Cloud ERP as its primary ERP Financial system, moving from a prior Oracle E-Business Suite environment to a cloud-native Oracle Cloud ERP landscape. The Oracle Finance system entered operational service from 1 April 2023, establishing the council on a consolidated cloud financial platform intended to centralize core financial processes across council finance and revenue functions.
The implementation of Oracle Cloud ERP included core financial modules such as general ledger, accounts payable, accounts receivable, asset management, and cash management, with configuration to support automated routine processing and financial reporting. The council leveraged Oracle Cloud ERP capabilities for compliance with accounting standards and for embedded analytics to support decision making, aligning system configuration to public sector financial controls and auditability requirements.
Integrations were formalized using the Justransform integration platform supplied to the council, provisioned as one initial connection and three subsequent connections for enterprise application interoperability. Operational integrations explicitly implemented include electronic Direct Debit instruction enablement to banks, a Making Tax Digital integration component to automate MRB submissions to HMRC, and automated processing logic for Construction Industry Scheme deductions. Support services cover ticketed resolution for Oracle Cloud ERPM and call-off time based service days to maintain integration and transaction flows.
Governance and supplier arrangements were set through a Director of Finance decision to directly award a contract to Namos Solutions via the G Cloud 14 framework, following expiry of the incumbent maintenance contract on 31 March 2025. The Namos Solutions contract begins 1 April 2025 for two years at an overall contract price of £172,958, delivering base support, call off service days, Justransform connection work, and the specified integration and compliance components. Use of internal staff was considered but found to lack the capacity and specific skills required, prompting continuation of external technical support for Oracle Cloud ERP.

The decision followed a January 2021 SmartBusiness Project Board determination that on-prem support for Zellis ResourceLink was being withdrawn, prompting a two phased programme where Finance moved to Oracle Cloud Fusion in 2021/22 and HR/Payroll was shifted to Oracle Cloud HCM in phase 2.
The Oracle Cloud HCM implementation focused on Core HR and payroll functionality, including employee master records, position and absence management, payroll processing workflows, and transactional HR services typical of a Core HR application. Configuration work emphasized standard cloud HR data models and role based access controls, with process automation applied to HR case management and payroll run orchestration consistent with public sector staffing processes.
Integrations were explicit between the HCM deployment and the earlier Finance move to Oracle Cloud Fusion as part of the two phased programme, enabling financial HR cost allocation and payroll accounting flows. The programme involved consolidation of HR and payroll activity previously held in Zellis ResourceLink into Oracle Cloud HCM, supporting council wide HR and payroll administration for roughly 4,000 employees across the United Kingdom.
Governance was driven by the SmartBusiness Project Board, which approved a staged rollout approach during 2021, and Members approved a revised programme budget in Q3 20/21. The original programme budget was revised from £10 million down to £4.9 million as part of the decision to phase Finance and HR separately, and that revised funding profile underpinned the 2022 Oracle Cloud HCM deployment.
