Stockholm Environment Institute Legacy SEI WEAP Utilities ERP ERP Services and Operations n/a 2021 2021
In 2021, Zamboanga City Water District implemented SEI WEAP with the Stockholm Environment Institute to support its Water Security Plan, deploying SEI WEAP as a Utilities ERP application for water system modeling and planning. The engagement emphasized creating a WEAP model that reflects the operational realities of ZCWD, while noting that although the model is easy-to-use, inherent complexities require staff knowledge and skill to ensure the model is effectively applied. The implementation focused on configuring core WEAP modeling components and scenario workflows typical of Utilities ERP usage, including representation of supply sources, demand sites, allocation rules, and scenario-based analysis. Project tasks were specified as one two hour introductory training using the online tutorial example, followed by four two hour online training blocks dedicated to understanding the ZCWD WEAP modeling components, making basic model modifications, and interpreting model results. Operational coverage targeted ZCWD planners and other WEAP users involved in the Water Security Plan, with Dr. Yates delivering five two hour online training sessions. A User Manual will be produced to document the ZCWD WEAP model, enabling trained staff to make modifications and carry out further water supply analysis without ongoing external assistance. Governance emphasis was placed on structured knowledge transfer and documentation to establish stewarding practices for the SEI WEAP model, defining training cadence and model documentation as primary controls for ongoing use. The SEI WEAP deployment functions as an analytical planning layer within Zamboanga City Water District operations, supporting water supply analysis and scenario evaluation while requiring continued skill development to maintain model fidelity.
