In 2022, Delta Dental of Wisconsin implemented InRule CPQ to modernize its broker quoting workflow that had been driven by a single hard coded PHP pricing engine. The initiative targeted Configure Price Quote (CPQ) capability to enable faster plan configuration and rate changes without requiring IT to edit large application code files.
The deployment centered on InRule business rules management functionality, using irAuthor to expose business language for actuarial and product teams and irVerify to support rule testing and regression validation. Complex actuarial rating algorithms and quote calculations were encoded as discrete rule sets and decision logic inside InRule CPQ, separating decisioning from application code and enabling rule level testing, versioning, and greater transparency into the math driving quotes.
InRule CPQ was integrated with the organizations Salesforce broker management environment so brokers and the Sales team could originate quotes inside Salesforce while invoking InRule for rating and plan rules. The implementation covered Small Group Products and the external broker quoting tool, and the organization scoped subsequent phases to automate enrollment processes and to evaluate applying rule driven decisioning to claims processing.
Governance changes emphasized business authoring and review of rules, shifting routine plan and rate updates out of the IT development queue and into business managed processes supported by irVerify regression testing. In 2017 Illinois Mutual Life Insurance Company implemented InRule CPQ as a Configure Price Quote (CPQ) application to centralize configuration and rules-driven quoting. The implementation emphasized rule authoring and executable rule assets, with developers creating code to manipulate data sets using XML and JSON schemas and transforming those payloads to feed the presentation layer. InRule CPQ was used to encapsulate pricing and configuration logic while .Net class libraries and web services were used for database querying and to extend data manipulation, enabling the CPQ to produce consumable data for UI and document templates.
The architecture included message routing and integration middleware, using Apache Camel to route messages between queues and perform XSLT transformations. Messaging technologies ActiveMQ and RabbitMQ were integrated, along with Neuron ESB patterns, and Java services called external web services to enrich messages with LDAP information while InRule executed embedded business logic. Quadient Inspire was configured for document generation, with SOAP services set up for queuing and ticketing of document requests, tying CPQ output into batch and interactive template generation.
Operational and development governance incorporated a shift of newer application work to MVC while maintaining and modifying existing Web Forms applications, enabling easier integration with the CPQ and modern services. SharePoint sites were used to support interdepartmental collaboration around workflows and document requests, and rule management practices were applied to centralize business logic authoring and version control within the InRule CPQ environment.
