Honolulu Board of Water Supply | Utilities | 350 | $184M | United States | Oracle | Oracle JD Edwards EnterpriseOne | ERP Financial | 2013 | Denovo | Honolulu Board of Water Supply implemented Oracle JD Edwards EnterpriseOne in 2013 as its centralized ERP Financial platform, establishing a single system of record for municipal accounting and reporting. The Oracle JD Edwards EnterpriseOne deployment later advanced to EnterpriseOne 9.2 under a Denovo engagement to address evolving public sector accounting requirements. Denovo configured and delivered targeted functional capabilities, creating OPEB reporting to satisfy GASB 75 and implementing code current Lease Management functionality to prepare for GASB 87. These efforts focused on financial reporting, lease accounting flows, and retrofit of customizations within Oracle JD Edwards EnterpriseOne 9.2, with testing support and tools upgrades included. The workstreams aligned JDE financial modules and reporting output to government accounting rules for accurate external statements. Denovo served as the systems integrator and managed services provider, offering code current as a service and the option to deliver updates in either cloud or on-premises environments or into a customer preproduction environment at the Board’s discretion. The engagement drew on Denovo’s public sector expertise across accounting, payroll, procurement, and inventory to ensure chart of accounts and transactional flows supported municipal water utility operations. Operational coverage emphasized finance and accounting functions used by the Board’s fiscal teams. Governance of the program used a code current delivery model that included CNC support, project management, identification of update impacts, and retrofit testing, with up to two code current projects allowed every twelve months. The implementation produced OPEB reports to meet GASB 75 requirements and implemented Lease Management readiness ahead of the GASB 87 June 2021 deadline, positioning Oracle JD Edwards EnterpriseOne to support compliant government lease and postemployment benefit reporting. | |
