Operational integration leveraged IDEMIA’s partnership with Mastercard to enable payment network connectivity for the converged card, while the solution was structured to receive state disbursement files and translate those files into funded prepaid payment credentials for residents. The program extended across AZ MVD operations as the issuing authority and interfaced with state benefits disbursement channels to accelerate delivery compared with paper checks. The implementation also anticipated parallel support for digital driver’s license functionality that mirrors the physical Converged Card experience. Governance and process changes focused on issuance controls and coordinated operational workflows between the state agency, IDEMIA, and Mastercard, including enrollment verification, secure personalization procedures, and ongoing credential management. The initiative was explicitly framed to improve financial inclusion by providing prepaid payment access to residents with limited banking, and to enable faster, more secure distribution of state funds to eligible citizens as described by state and vendor communications. | |
