Governance and process responsibility rested with Human Resources, which coordinated course management, attendance communications, and training record maintenance, and partnered with Quality and Compliance for ISO training oversight. Governance shifted toward joint reconciliation of HR and learning data, with leaders able to analyze employee development from a holistic perspective and keep two core enterprise systems in sync without custom interfaces.
