In 2018, the City of San Luis Obispo went live with Oracle ERP Cloud as the foundation for a multi-phase modernization, with phase two scheduled for 2019 to deploy Oracle Cloud HCM in the Core HR category. The city engaged Sierra-Cedar to lead a citywide initiative to improve efficiency, effectiveness, and transparency across municipal operations.
The initial Oracle ERP Cloud deployment delivered Finance, Procurement, Project Management, and Financial Reporting capabilities, while Oracle Cloud HCM was planned for rollout in phase two to cover Human Resources, Benefits, Learning, Performance, Time Management, Absence Management, and Payroll. Configuration work focused on automating purchasing and accounting processes, and instituting budgetary control checks to verify available funds prior to procurement.
Integrations and functional extensions implemented as part of the program included Punch-Out access to Office Depot to streamline requisitioning and leverage discounted catalogs, and paperless supplier invoice processing using imaging and optical character recognition for exception-based invoice handling with purchase order matching. The platform also enabled procurement contract and project controls and spend analysis to identify underperformers and inform more competitive contracting decisions across city departments.
Governance and rollout were driven by recommendations from a Government Finance Officers Association assessment, with Sierra-Cedar providing project management, functional consulting, technical development, training, and change management services. Documented outcomes from the program include verification of available funds before procurement, reduced paper invoice processing, centralized punch-out cataloging, improved contract and project compliance, and new spend analysis capabilities, all delivered as part of the Oracle Cloud Applications program that will include Oracle Cloud HCM for Core HR in the subsequent phase.
