In 2018 the City of San Luis Obispo went live with Oracle Cloud ERP on October 1, 2018, deploying Oracle Cloud ERP as an ERP Financial application to support municipal finance and procurement operations. Sierra-Cedar was engaged as the implementation partner for this citywide initiative to improve efficiency, effectiveness, and transparency across multiple departments.
The implementation focused on core Finance, Procurement, Project Management, and Financial Reporting capabilities within the Oracle Cloud Application Suite. Configuration work centered on automating purchasing and accounting workflows, instituting budgetary control checks to verify funds prior to procurement, enabling punch-out catalogs to Office Depot for streamlined requisitions, and deploying imaging and optical character recognition for paperless supplier invoice processing with purchase order matching.
Operational coverage included citywide departmental rollout with future phases planned in 2019 to extend the platform to Human Resources, Benefits, Learning, Performance, Time Management, Absence Management, Payroll, Budget Development, and Budgetary Reporting. Sierra-Cedar provided Project Management, Functional Consulting, Technical Development, Training, and Change Management services to support the phased deployment and adoption of the Oracle Cloud ERP environment.
Governance and process changes emphasized budgetary control and procurement contract and project compliance to identify underperforming suppliers and projects earlier, while spend analysis capabilities were introduced to inform more competitive contracting. The program was initiated based on recommendations from a Government Finance Officers Association assessment and is positioned to centralize financial controls and procurement transparency across the City.
