In 2014 DOTComm expanded its Sierra-Cedar hosting relationship to include Oracle OBIEE. Oracle OBIEE was provisioned to deliver core Analytics and BI capabilities across DOTComm's managed services footprint, supporting its staff of over 80 IT professionals and the broader constituency of more than 5,000 government workers across 120 locations and over 70 governmental entities.
The implementation focused on enterprise reporting, ad hoc analysis, dashboarding, and a centralized metadata layer consistent with Oracle OBIEE architecture. Configuration work centered on the BI Server semantic model and presentation services to support role based reporting and scheduled publication workflows, aligning BI content with operational and administrative reporting needs across finance, operations, and IT service delivery.
Sierra-Cedar served as the systems integrator and hosting partner, extending an existing hosting relationship that included Oracle E Business Suite. The partnership provided a managed hosting model for the Oracle estate, and Sierra Cedar later demonstrated cloud hosting and migration capabilities through a separate 2018 AWS migration project for Oracle Hyperion, which employed Amazon EC2, Amazon EFS, Amazon S3, and Amazon VPC for secure network segregation.
Governance for Oracle OBIEE emphasized centralized management under the hosted services contract, with change control, environment segregation, and managed support processes to align BI content rollout with DOTComm's service catalog to its municipal customers. The deployment reinforced Analytics and BI as a shared platform for reporting and decision support across DOTComm’s customer base without displacing specific prior named systems.
