In 2015, Access Services implemented the Oracle Fusion ERP system, now operated as Oracle Cloud ERP, to serve as its core ERP Financial platform. The implementation established Oracle Cloud ERP as the primary system for finance and procurement oversight and is referenced explicitly in board materials covering support and governance of the ERP Financial environment.
The deployment covered standard ERP Financial capabilities including general ledger, accounts payable and receivable, procurement and contract administration workflows, configuration for agency-specific financial controls, and a structured update implementation and training program. Support and sustainment activities were contracted to provide ongoing configuration, patching, updates and user training to maintain transactional and reporting integrity across finance and procurement functions.
Access Services initiated a competitive procurement in 2017 and selected C3 Business Solutions through RFP AS4046 to provide ERP consulting and support, and C3 remains the named system integrator and support vendor. C3 Business Solutions is identified as an Oracle ERP Platinum Partner and provides a dedicated local team; board materials record a proposed sole-source support contract covering July 1, 2020 through June 30, 2023, not to exceed $663,000, with projected annual support hours of 1,300 at a base rate of $170 per hour and option year rates at $172 per hour, funded from Proposition C 40 Discretionary Funds.
Governance for the Oracle Cloud ERP support arrangement is formalized through board approval of a sole-source contract and includes multi-year fixed-rate payment terms and optional extensions for up to three additional years. The board documentation emphasizes continuity of service to avoid disruption, the local and responsive nature of C3 staff, and the long-term relationship as a means to sustain stability and to maximize Access Services investment in the Oracle Cloud ERP ERP Financial platform.
