In 2013 Amtrak implemented SAP Business Suite as its core ERP Financial platform. The program architected, built, operated and scaled Corporate Finance, HR, Procurement and Train Operations business and employee experience services on SAP Business Suite.
The implementation configured ERP Financial capabilities including core financials and accounts payable, procure to pay workflows, procurement sourcing and supplier catalog capabilities, travel and expense processing via Concur, and employee lifecycle management via Success Factors. SAP ERP functioned as the transactional backbone while Ariba was used for procurement orchestration and supplier collaboration, and Concur handled travel and expense flows, creating integrated end to end procure to pay and hire to retire workflows.
Operational coverage supported Amtrak’s 22,000+ employee base across corporate finance, HR, procurement and train operations in the United States. Governance centered on a centralized service management model, standardized processes and operational runbooks to operate and scale the SAP Business Suite environment and the connected Ariba, Success Factors and Concur services for enterprise business functions.

In 2016, Amtrak implemented SAP SuccessFactors Learning to centralize enterprise Learning and Development for safety and technical training. The deployment was scoped to bring Amtrak’s 32,700 employees and contractors into Federal Railroad Administration regulatory compliance under 49 CFR §243, and the implementation explicitly targeted safety and compliance readiness across operational roles.
The implementation paired SAP SuccessFactors Learning with content management systems to establish a managed learning catalog, compliance reporting, completion tracking, assessments, and instructor led training scheduling. Instructional design was executed using an ADDIE based approach, producing student materials, hands on exercises and train the trainer courses, and the program delivered 48 ISD course revisions during the rollout.
Operational coverage engaged stakeholders across company lines and divisions, aligning safety, regulatory, operations and technical training functions under a three year plan. Integrations focused on the Learning Management System and Content Management Systems to centralize learning content lifecycle management, with the Training, Regulatory and Safety functions operating as primary business consumers.
Governance instituted a Training, Regulatory and Safety Product Owner and an Instructional System Design team to manage ongoing course maintenance and compliance workflows. The rollout was delivered below budget, reported a cost savings of $2.5 M, and documented achievement of FRA compliance under 49 CFR §243.
