In 2016, Arkansas State University implemented Ellucian Banner Human Resources as part of the Banner Human Resources and Position Control 9.3.3 release to centralize Core HR administrative pages for human resources and position control. The deployment targeted administrative operations within the university’s HR function and position control processes using the Banner Admin Pages delivery model.
The 9.3.3 release delivered Banner Human Resources and Banner Position Control as components of Banner Admin Pages, a Java web application that consolidated administrative pages previously delivered as Oracle Forms Internet Native Banner. Ellucian Banner Human Resources and Position Control modules were assembled into a single web application, providing standard HR administrative workflows, position control capabilities, and localized product packages where licensed.
Deployment and packaging were managed with Ellucian Solution Manager, enabling administrators to download, install, and deploy product-specific upgrade packages. The Banner Admin Pages application was deployed to an application server environment, supporting either Weblogic or Tomcat, and was assembled at deploy time from the installed product components so updates to individual products could be applied independently.
Governance and operational changes focused on release packaging and application tier management, shifting page delivery from individual form maintenance to a centralized Java web application deployment model. The implementation emphasized package based upgrade control and streamlined application deployment workflows via Ellucian Solution Manager, aligning HR administrative ownership with the new Banner Admin Pages architecture.

Following that transition, a cohort of five community colleges, ASU Beebe, ASU Mid South, ASU Mountain Home, ASU Newport, and ASU Three Rivers, is scheduled to join the shared technology platform to create a unified environment for core administrative and student services.
Governance is structured to balance centralized platform management with local autonomy, enabling pooled resources and shared support while preserving campus decision making. The shared technology platform model is positioned to support data-driven decision making, improve the user experience for students, staff, and administrators, and promote equity and innovation across member institutions.
