In 2016, Asian Development Bank implemented Oracle E-Business Suite as its ERP Financial platform. The deployment is managed through an ERP Program and Applications Support function that runs multiple teams responsible for the bank's corporate systems and application support across HR, Payroll, Benefits, Finance, Admin and Procurement.
The environment runs Oracle E-Business Suite alongside selected Oracle Cloud Fusion modules, with explicit projects underway to migrate specific HR capabilities into Oracle Cloud Fusion Talent Management. Functional coverage within the ERP Financial footprint includes core finance and procurement ledgers, payroll processing, benefits administration and HR personnel records, with configuration and support activities centered on those modules.
Operationally the program is organized as an applications support organization that coordinates application maintenance, project delivery and vendor engagements. The Applications Support Manager role directs cross-functional teams, prioritizes work across HR and finance streams, and engages external vendors to introduce new applications and to pursue outsourcing initiatives.
Governance focuses on sustaining day to day ERP support while enabling phased cloud adoption in HR talent areas, requiring adjusted workflows between on-premises Oracle E-Business Suite components and Oracle Cloud Fusion modules. Ongoing work is concentrated on transition planning for HR Cloud Talent Management, continued support of finance and procurement operations, and vendor-managed introductions of new application capabilities.

| Oracle | Legacy | Oracle Cloud HCM Compensation | Compensation Management | HCM | n/a | 2013 | 2013 |
In 2013 Asian Development Bank implemented Oracle Cloud HCM Compensation as part of its enterprise HRMS program. The deployment was managed by the HRMS Team under OIST in Manila and formed a core element of the bank's Compensation Management strategy within Oracle HCM Cloud.
The implementation focused on configuration and administration of Oracle HCM Human Resources and Talent Management capabilities, with explicit configuration for Goals and Performance Management and compensation processes. Oracle Cloud HCM Compensation was configured to support compensation planning workflows, pay cycle administration, and links between performance goals and variable pay, aligning compensation cycles with talent and performance modules.
The Oracle Cloud HCM Compensation implementation was executed alongside Oracle Taleo Cloud Recruiting and Onboarding components and the Consultant Management System, with completed data conversion for CMS and automation of CMS sourcing using Selenium. Operational coverage included HR, talent management, recruitment, and consultant management processes, and the work sat within a broader program that also encompassed Oracle Service Cloud and Oracle E-Business Suite deployments managed by the same HRMS Team.
Governance and quality processes were formalized through standardized test plans, test cases, and test scripts, user acceptance testing with UAT signoff, and production support runbooks maintained by Oracle Cloud administrators and BA QA specialists. Outcomes documented by project contributors include successful deployments of ADB myCareer Compensation, Talent Management, and Staff Profile, live Oracle Taleo Recruiting and Onboarding functionality, completion of CMS data conversion, automation of CMS sourcing, and ongoing production support for HCM talent and recruiting applications.

The program included the corporate credit card program and configurations to streamline expense reconciliation and compliance.
