In 2021, National Central Bank of Jamaica implemented JamClear CSD for Payment Processing using an in-house applications model. The deployment focused on consolidating securities settlement and interbank clearing capabilities within JamClear CSD and addressed core business functions including payment operations, compliance, monitoring and evaluation, and regulatory reporting.
JamClear CSD was configured to deliver clearing and settlement processing, central securities depository functions, transaction reporting and analytics, and surveillance workflows to support payment system oversight. Configuration work emphasized automated reporting templates and ratio calculation routines to support continuous monitoring and the generation of benchmark indicators.
Operational ownership for JamClear CSD was aligned to the Payment Systems office and the Monitoring and Evaluation team, with Payment System officers performing day to day report generation and data analysis. Roles documented include Monitoring And Evaluation Officer and Compliance and Monitoring Officer who used JamClear CSD to perform oversight assessments and to monitor risk across the Bank of Jamaica payment environment.
Governance activity during the rollout included development of policies and procedures for financial system monitoring and formal oversight assessment processes. Metrics and ratios developed alongside JamClear CSD were institutionalized, and those indicators are now used as benchmark ratios for assessing payment system efficiency and effectiveness.

In 2021 National Central Bank of Jamaica implemented EpicHR Core HR as its Core HR application to centralize employee records and performance management within the Human Resources Division. The deployment positioned EpicHR Core HR as the system of record for employee profiles, appraisal workflows, and talent pool data used by the Talent Management Department.
The implementation configured core modules including employee profile management, performance management and appraisal administration, talent review data aggregation, records management and ad hoc reporting. Specific functional capabilities implemented included monitoring and updating employee profiles on EPIC, administration of annual performance appraisals, preparation of salary adjustment listings for incremental payments, generation of increment letters and preparation of submissions for triple approval by the Governor.
Operationally the system supported Talent Management Department processes in Kingston and St. Andrew and provided bank wide coordination with HR Business Partners and the HCM manager for aggregate talent data. The rollout emphasized data handoffs to ASD for incremental payment processing and the production of summary reports on appraisal compliance and delinquency for divisional and senior management review.
Governance and workflow changes were embedded in the implementation, including formalized steps for preparing submissions for triple approval, standardized appraisal instruments and performance standards, and creation of sensitization material and training programs for appraisers and appraisees. The Talent Management office used EpicHR Core HR to manage records, serve as the basis for quarterly divisional updates, and capture minutes and action items from team meetings to ensure follow up.
Day to day operational scope included first level employee inquiries, coordination of operational activities assigned by the Head of Talent Management, and support for performance monitoring and measurement processes. EpicHR Core HR was referenced as the primary HCM tool for these tasks, enabling consolidated reporting, document generation and routine coordination across HR functions.
