Architecturally the program moved test and non production environments to an AWS VPC beginning in August 2018, with remaining non production systems completing migration two months later, and staggered production cutover following further remediation. Key cloud components included AWS Elastic Compute Cloud instances, an Oracle Database upgraded from 12.1 to 12.2 during the program, an inbound Production cXML server moved into the VPC, and redundant Direct Connect links activated in April 2019 to provide resilient eProcurement connectivity. Performance issues tied to input output operations per second required adopting a three tier IOPS approach and right sizing EC2 compute before production migration. Rollout sequencing and governance was driven by business processing windows, finance teams requiring completion of 1099 and year end cycles and HCM needing W2, pension contribution, open enrollment, and new hire benefit processing before production migration. Cutover followed a controlled disable of user access, orderly shutdown of Oracle instances, a two hour synchronization of on premise data to the VPC, restart of Oracle instances, and a PeopleSoft team brush test to validate continuity, resulting in approximately five hours of total downtime. Post go live the BIDMC team used EC2 flexibility to tune costs and performance, scheduling non production instances to run 7am to 7pm Monday through Friday which reduced non production uptime from 168 hours to 60 hours and reduced EC2 costs by 64 percent. Additional production instance resizing delivered concrete annual savings with an August HR database change from m5.12xlarge to m5.4xlarge producing a 66 percent cost reduction estimated at $26,350 annually, and an FSCM database change from m5.4xlarge to m5.2xlarge producing a 50 percent cost reduction estimated at $6,587 annually. The organization also reported initial elimination of on premise real estate, hardware and labor expenses and overall application performance that was mostly equivalent or slightly improved, while acknowledging a subset of operations experienced slower response times prior to tuning.
