| Oracle | Legacy | Oracle Cloud ERP | ERP Financial | ERP Financial Management | n/a | 2019 | 2019 |
In 2019 Blue Cross Blue Shield implemented Oracle Cloud ERP as its ERP Financial platform, establishing a cloud-first financial applications footprint managed by a principal consultant for Cloud Financial Systems. The deployment centered on Oracle Cloud ERP and associated cloud financial applications, with the consultant acting as primary liaison between business and technical teams to govern configuration, release cadence, and operational support.
Configuration work focused on core financial management and reporting workflows typical to ERP Financial deployments, including period close orchestration, financial reporting, accounts payable and receivable process standardization, and planning integrations. Oracle Cloud ERP was administered in concert with enterprise planning capabilities, with explicit management and upgrade participation for EPM PBCS and PCMCS to align planning and financial close processes.
The implementation included integrations with named systems and data platforms, specifically Solix Data Warehouse and Vertex Tax Engine, and supported more than 30 interfaces using integration middleware technologies including Mulesoft and Talend. Operational coverage extended across Blue Cross and Blue Shield of Illinois, Montana, New Mexico, Oklahoma and Texas, with the principal consultant providing guidance on interface design and ongoing support from a Chicago IL base.
Governance emphasized quarterly Oracle Cloud ERP upgrade releases led by the consultant, continuous business process improvement, and the development of KPIs for senior leadership to monitor performance and planning. The program combined hands-on administration of enterprise applications, support of EPM and data platforms, and collaborative change management to drive adoption of new or changed financial functionality.

In 2018 Blue Cross Blue Shield implemented UKG Pro Workforce Management Absence (ex UKG Dimensions Absence) to manage Absence and Leave Management across HR, payroll and timekeeping functions. The engagement included full cycle implementation work and support activities tied to Workforce Central and Workforce Management versions cited in project artifacts, addressing time and attendance, accruals and scheduling use cases.
UKG Pro Workforce Management Absence (ex UKG Dimensions Absence) was configured with core modules and capabilities including Timekeeper, Scheduler, Advanced Scheduler, Accruals, Activities, Workforce Analytics, Workforce Integration Manager and Data Collection Workflows. Configuration tasks documented include access profile and payrule setup, advanced scheduler and auto scheduler job configurations, workflow notifications for consecutive absence and unscheduled presence alerts, and development of auto sign off, exception correction and payroll export routines.
Integrations and interfacing were a central element of the implementation, using Workforce Integration Manager to build and maintain interfaces with HRMS PeopleSoft, person import feeds created via XML and API, and clock devices such as Kronos 4500 and 9000 InTouch. A centralized outbound interface framework was developed using PL SQL for payroll and other exports, and go live activities included moving lookup tables, interfaces and links into production.
Operational governance covered Workforce Data Manager and Data Collection Module administration for clock communications, modification and testing of function access profiles, and preparation for Workforce Mobile Manager rollouts. Ongoing operational support responsibilities included maintaining the Workforce Analytics environment, applying server updates, troubleshooting report data inconsistencies, and executing interface maintenance and data correction processes to sustain absence and leave operations.

| Cognizant | Legacy | Cognizant Trizetto QicLink | Core Admin Processing System | ERP Services and Operations | n/a | 2012 | 2012 |
In 2012, Blue Cross Blue Shield implemented Cognizant Trizetto QicLink as a Core Admin Processing System. The deployment targeted payer back office and benefits administration workflows, centralizing enrollment, eligibility and provider contract processing within the Cognizant Trizetto QicLink environment. The engagement aligned application configuration to standard core administration functional flows typical of the Core Admin Processing System category.
Implementation work included migrating mainframe QicLink releases to the Windows based QicLink e2 platform, converting MF COBOL code running on HP and IBM mainframe platforms to Fujitsu NetCOBOL for .NET within Visual Studio 2005, and transitioning file based VSAM data to relational tables in Microsoft SQL Server 2005. Custom development delivered modules such as a complex enrollment extract and provider contract rates processing, with ongoing customization and maintenance of client specific business logic. The development and runtime stack used Visual Studio 2005, MS SQL Server 2005, Fujitsu NetCOBOL and Micro Focus COBOL toolsets.
The implementation required interface reengineering, including a documented migration of a complex QicLink Blue Cross Blue Shield interface to the QicLink e2 platform for Central States Joint Board, and reverse engineering of in house automation scripts to support conversion and operational consistency. Project teams collaborated closely with business analysts, designers and client technical staff to convert client files and bring data into production on the Cognizant Trizetto QicLink platform. Integration efforts focused on normalizing data into relational schemas and staged cutover processes to reduce conversion risk.
Governance emphasized coded, tested and documented deliverables with iterative testing cycles and client sign off used to validate custom modules and interfaces. The delivery team received a SuccessFund award for the solution that migrated the exceptionally complex Blue Cross Blue Shield interface to the QicLink e2 platform, recorded as a recognized project outcome.
