National Account Service Company Legacy NASCO Processing System Core Admin Processing System ERP Services and Operations n/a 2005 2006
In 2005 Blue Cross Blue Shield of Wisconsin implemented the NASCO Processing System, a Core Admin Processing System provided by National Account Service Company. The deployment established NASCO Processing System as the vendor-aligned processing backbone for contingent workforce provisioning and administrative processing within the plan. The NASCO Processing System was configured to support core modules for contingent worker provisioning, onboarding and off-boarding, and lifecycle administration. Configuration work included contract development and management capabilities, contract compliance audit workflows, security access management controls, and financial reconciliation and reporting modules. The implementation also incorporated decision support functionality, described in internal documentation as "What If" modeling, and extensive SharePoint-based lists, libraries, and automated workflows used to operationalize processes. Operational integration centered on managed relationships with Tier I and Tier II staffing partners and consulting vendors, with the NASCO Processing System acting as the processing interface for staffing engagements and vendor administration. SharePoint served both as a content and workflow platform tied to the NASCO Processing System, supporting over 100 lists and automated processes created to enforce provisioning and contract workflows. Operational ownership rested with the Business Operations Management team responsible for provisioning contingent workers and administering engagements. Governance changes introduced alongside the application included formalized contract compliance audits, centralized security access management procedures, and business process engineering and reengineering to align operational handoffs to the NASCO Processing System. Financial controls were embedded through budgets, forecasts, and reconciliation reporting routines managed through the system and supporting SharePoint artifacts. The NASCO Processing System therefore served as a Core Admin Processing System implementing administration, governance, and lifecycle workflows for contingent workforce and contract management functions.
