In 2007 Bowling Green State University implemented Oracle PeopleSoft ERP. The deployment used PeopleSoft Financial Management Solutions with ITS project offices coordinating the February 2007 go-live and university stakeholders driving financial system configuration.
The implementation focused on ERP Financial capabilities, delivering PeopleSoft FMS configuration and a later chart of accounts redesign in PS FMS 9.1 that went live on 7/5/11. Procurement and financial modules were configured to support purchasing, sourcing, contract management, and settlement workflows consistent with higher education finance operations.
The project integrated the SciQuest catalog system to enable end to end purchasing to settlement processes, with SciQuest linked to the Oracle PeopleSoft ERP environment to streamline requisitioning and purchase order data flow. Operational ownership was concentrated in the Purchasing Department and ITS, with the University Bookstore aligned to procurement processes and sourcing practices.
Governance was formalized through an implementation team for the new chart of accounts and through defined system administration responsibilities, including a Purchasing Sourcing and Contract Manager who served as system administrator for SciQuest and PS FMS.
