In 2019 Bridgend County Borough Council implemented Barclaycard Spend Management (OEM Visa) as its Expense Management platform to control purchasing card activity and record travel related payments that are pre-booked. The deployment targeted purchasing card processes under the oversight of the Chief Finance Officer and the Corporate Procurement Manager, aligning card usage with council procurement and financial controls.
Barclaycard Spend Management (OEM Visa) was configured to capture transaction level costing, VAT coding, and narrative details directly by cardholders, supporting expense capture and reconciliation workflows. Configuration emphasized transactional coding discipline and timely ledger-ready data entry, with cardholder responsibilities to update costing, VAT and narrative information in a timely manner as part of the standard expense processing workflow.
The implementation connected spend capture to the council Financial System for invoice and payment routing, with invoices and supplier disbursements outside approved purchasing card use directed to the Financial System. Operational coverage was defined around corporate procurement and finance functions, with the Corporate Procurement Manager controlling card issuance and cancellations, and the Chief Finance Officer retaining approval authority over permitted disbursements.
Governance was embedded into the rollout, with explicit policy controls stating purchasing card payments are limited to approved disbursements and cannot be used to reimburse travelling or subsistence expenses except those of a casual nature. Lifecycle controls required immediate return of a purchasing card on cessation of entitlement, mandatory application procedures for replacement cards through the Corporate Procurement Manager, and a requirement for cardholders to report any unauthorised or unrecognised spend.
The implementation established operational accountability and risk allocation, the policy making cardholders personally responsible for notifying the Corporate Procurement Manager of unauthorised spend and for making good any unauthorised charges they incur. Barclaycard Spend Management (OEM Visa) served as the council's Expense Management repository for purchasing card transactions, supporting policy enforcement, auditability and routine reconciliation into the Financial System.
