In 2022 CareCentrix deployed HealthRules Payer as a web-based Core Admin Processing System to support payer operations including claims adjudication, eligibility verification, enrollment, membership maintenance, and payment reconciliation. HealthRules Payer served as the central Core Admin Processing System for business functions spanning billing origination through billing processing and claims payment workflows across the enterprise.
The implementation emphasized configuration and modularization, with Medicare Gateway identified as a key component that provides online functionality and real-time access to the CMS Marx database to expedite Medicare application processing and eligibility checks. Functional modules implemented and validated included claims processing for hospital, medical, and dental lines, utilization management, case management, disease management, and payment reconciliation routines, and configuration assessments were led for enterprise platform capabilities specific to payer operations.
Integrations and data exchange work covered EDI transaction processing and compliance, including analysis and validation of 270/271 eligibility, 837 professional institutional and dental claims, 835 remittance advice, and 834 enrollment flows during the implementation. The project also interfaced with FACETS and surrounding applications in testing and enhancement activities, leveraged Cognos reporting and data warehouse/ETL coordination for reporting requirements, used SharePoint as a project repository, and relied on mainframe and SQL queries to extract test and reconciliation data.
Governance and process changes were delivered through formal discovery and requirements practices including JAD sessions with SMEs, creation of Epics Features and User Stories in JIRA, sprint backlog management, and BPMN 2.0 modeling for current interim and future state business process models. The program covered the full HIPAA compliance lifecycle for Medicaid claims with gap analysis mapping implementation and testing, development of test plans and test cases, and execution of user acceptance testing and end user training materials to support operational rollout.
Operational validation and control activities included total claim audits to validate configuration and payment accuracy and manual review of contested claims as part of the governance process. The Medicare Gateway capability was explicitly intended to significantly expedite and increase the accuracy of Medicare application processing while enabling real-time enrollment and membership updates through CMS Marx database connectivity.
