In 2006 Chennai Metropolitan Water Supply and Sewerage Board implemented Oracle E-Business Suite as an ERP Financial solution to centralize online billing, collection, financial accounting, stores and complaints management across its area and depot network. The deployment began as a pilot in Area V office and 19 depot offices plus head office financial and store accounting sections, and was replicated to the remaining nine Area offices and their depot offices to achieve organization wide operational coverage. The implementation configured Oracle E-Business Suite modules for billing and collection, core financial accounting, Oracle Inventory for stores management, Accounts Payable for bill passing across supplies contracts and expenses, and Oracle Assets for asset conversion tracking. An online complaints monitoring capability was embedded to record and escalate grievances, and tender documentation workflows were integrated with the Government Tender Portal for public access to schedules and drawings. The Interactive Voice Response system and consumer cards were retained as consumer access channels and complemented the ERP based citizen service workflows. Architecturally the solution established a central server at head office with LAN connectivity for bill processing at head office and leased telecom connectivity between head office and area and depot offices. VSNL and BSNL links were used between head office and Area V office and ISDN lines between area offices and depot offices, enabling immediate updates of payments to the central server and real time stock visibility across stores. The deployment extended transactional reach to 161 collection points and consolidated billing and collection records into the Oracle ERP system for centralized management and reporting. Governance and process changes included automated escalation of complaints to the next higher officer if not addressed within prescribed time limits and interlinking bill passing sections to enable stage wise monitoring. Consumers gained the ability to pay at any connected collection point, view outstanding dues on the board website, and use multiple payment instruments including cash, cheque, demand draft and credit cards. The program aimed to improve MIS, governance and citizen services while reducing paperwork and increasing accountability and transparency.
