| UNIT4 | Legacy | Unit4 ERPx | ERP Financial | ERP Financial Management | Embridge Consulting | 2020 | 2020 |
In 2020, Cherwell District Council implemented Unit4 ERPx as its ERP Financial solution to take a more strategic, performance management approach to budgets and finances. The deployment was executed in partnership with Embridge Consulting, aligning the council to Unit4’s public sector model and prioritising a new user experience and local configurability to meet the authority’s operational needs.
The Unit4 ERPx implementation leveraged the Unit4 Public Sector Model blueprint to limit customisation and accelerate configuration, focusing on core financial management and procure to pay workflows consistent with ERP Financial capabilities. Embridge Consulting contributed configuration and managed services expertise, including training and a managed ERP platform approach, while the engagement emphasized automation and self-service to support more agile working patterns and out of office operation.
Architecturally the program was positioned within Unit4’s SaaS ERP footprint used across UK local government, with partner examples referencing integrations achieved through Unit4’s microservices architecture for front and back office connectivity. The broader partner program intent included aligning shared service arrangements, where councils aim to operate a single shared finance and procure to pay system with the same configuration and operational processes to ensure consistent and up to date reporting for managers.
Governance for the rollout centered on constrained customisation, adoption of best practice configuration, and process automation to support workforce agility, with Embridge Consulting acting as the systems integrator and delivery partner. The engagement also referenced the partner expansion to offer Unit4 FP&A functionality for planning, budgeting, forecasting, data analysis, dashboarding and reporting, reinforcing the financial planning and performance management trajectory for participating councils.

| Civica | Unit4 Business World | Civica Financials | Government ERP | ERP Services and Operations | n/a | 2014 | 2015 |
In 2014 Cherwell District Council implemented Civica Financials as its core Government ERP. The deployment was contracted with an initial five year term which expired on 31 March 2020. The system was positioned as a business tool to serve the whole organisation through an accessible online portal and flexible reporting tools.
Civica Financials was configured to provide core financial management functions including a central ledger, accounts payable and accounts receivable, budgeting controls and financial reporting, using configurable workflows and role based access. The implementation emphasized an online portal for business users and flexible reporting capabilities to support operational finance and management accounting.
The implementation replaced Unit4 Business World as the Council's primary finance platform and was deployed for council wide use across finance and related business support functions. The architecture centered on a single finance application accessed through the Council's online portal, intended to centralize transactional finance processing and reporting.
Governance and process requirements were part of the scope, however the system and associated processes do not meet the Council's needs according to council records. The contract term and documented shortfalls indicate the Council has identified gaps between the Civica Financials implementation and required business processes.
