In 2019 Cheshire East Council implemented Unit4 Business World as a Unit4 Business World ERP Financial deployment, executed jointly with Cheshire West and Chester Council to replace an existing Oracle system and to boost efficiency and cost effectiveness. The program positioned Unit4 Business World at the center of a multi council ERP consolidation and established the ERP Financial application as the authoritative system for core financial processes.
Phase one in 2021 focused on Finance, Project Costing and Billing, Procurement, Invoice to Cash and selected human resources elements, and the implementation targeted more than 4,000 employees across the two councils. The Unit4 Business World deployment was tailored to the councils' system build and required extensive job specific configuration, evidenced by 13 different iterations of general ledger training to reflect role level workflow variations.
Optimum designed and delivered the end user training program, producing comprehensive reference guides, trainer packs, lesson plans, quick cards, four interactive and passive eLearning options, online videos, train the trainer materials, presentation demonstrations and bespoke course paths. After a four day scoping exercise Optimum committed a core team of nine consultants who created the complex mix of materials within three months and planned more than 100 days of classroom style training and remote sessions in 2021.
Operational delivery was complicated by the councils using different learning management systems to upload online content and by the coronavirus pandemic, so the training model blended eLearning with remote interactive classroom sessions facilitated by a trainer. Optimum worked in tandem with change management specialist Augere Group as part of an overarching change management programme to drive user buy in and align new workflows with individual roles, framing the activity as training the change.
Governance and rollout emphasized role specific learning paths and internal capability building, with executive sponsors Frank Jordan and Mark Wynn stressing the importance of comprehensive training for a system of this size. Optimum leveraged long standing public sector experience on Unit4 ERP implementations to accommodate system build changes and maintain delivery to tight timescales.

In 2016, Cheshire East Council implemented Oracle OBIEE as the analytics and reporting component of a coordinated Oracle Taleo Talent Acquisition rollout, delivered under project management to harmonise recruitment processes across three business units in a cloud environment. Oracle OBIEE was positioned within the Analytics and BI category to provide consolidated Taleo reporting for Talent Acquisition and HR stakeholders across the council.
The implementation configured Oracle OBIEE to consume Taleo data feeds and provide centralized reporting repositories, operational dashboards, and scheduled report distribution for recruitment metrics. Configuration work focused on standardizing report objects, building role aware dashboards for hiring managers and HR users, and establishing a repeatable report build process aligned to recruitment workflows.
Integration work centered on the OBIEE Taleo reporting solution, with data pipelines from the Oracle Taleo Talent Acquisition system into Oracle OBIEE in the cloud environment. The deployment covered three internal business units and was scoped to support HR and recruitment functions, enabling consolidated visibility across those units.
Governance and process changes were driven by the project management office, which led efforts to harmonise recruitment processes where possible and to align reporting ownership. Rollout included establishing reporting governance, access controls for HR and hiring roles, and standardized report change control to sustain the OBIEE Analytics and BI reporting capability.
