In 2016 the City of Anaheim, United States implemented CGI Advantage Financial Management as part of an enterprise upgrade of its ERP Financial and HR/Payroll applications with CGI Group as the vendor. The program was executed under senior project management leadership and included coordination of 11 HP resources to manage delivery timelines and stakeholder engagement across municipal finance and administrative functions.
CGI Advantage Financial Management was configured to deliver core ERP Financial capabilities, including standard general ledger, accounts payable, accounts receivable and budget control workflows consistent with public sector requirements. Implementation activities documented for the project included requirements gathering, gap analysis, solution design, development, testing, end user training and go live support, with the project team responsible for assembling and transforming financial and operational data for reporting.
Reporting and analytics integration was a prominent element of the rollout, with a parallel BI initiative that migrated reports from BO 3.1 to BI 4.1 for finance, HR and budget reporting. The BI work was managed by an offshore and onsite team of eight resources and included creation of new universes and reports, test plan development, unit testing, functional and system integration testing and user acceptance testing. The project team also acted as liaison with HPE for system enhancements, performance tuning, and security and admin setup to meet business requirements, and supported the CGI ERP Advantage application upgrade from 3.7 to 3.10.
Governance and change management combined PMBOK discipline with Agile practices, emphasizing scope time and cost controls, risk management and stakeholder approval processes. Technical staff were supervised and trained, a technical task plan was maintained, and acceptance of deliverables was secured through structured UAT and stakeholder signoffs. The upgrade and the BI migration were successfully completed and went live with project management controls and end user enablement in place.
