The ERP was scheduled for migration to the cloud with a November 2024 go-live date, creating a requirement to rework on premise SQL stored procedure and Python based integrations that had linked TechnologyOne and ESRI ArcGIS for field operations and service requests. The implementation used Safe Software FME as the enterprise integration platform to replace hard coded interfaces, and 1Spatial was engaged to develop a proof of concept and deliver targeted training. The initial integration for the waste management process managed dispatch, navigation, fieldwork, escalation, reattempt and job closure in ArcGIS, then imported updated records and documentation into TechnologyOne ERP, using FME transformers and Change Detector to trigger workflows at frequent intervals. Data exchange architecture began with secure File Transfer Protocol but moved to TechnologyOne RESTful Web Services mid project, enabling more granular, responsive API based synchronization. Integrations were configured to monitor changes in both TechnologyOne and ArcGIS and exchange updates approximately every two minutes, preserving near real time operational continuity for field crews. Operational coverage extended beyond waste to include community safety and vehicles via CoSafe, street tree management, firebreak applications, statutory planning forms, graffiti requests and online customer request forms via the city website, and the Assets team used FME to automate import and validation of asset data and to maintain on premise reporting and compliance feeds into TechnologyOne. Governance and sustainment emphasized self documenting FME workflows to enable knowledge transfer and reduce long term maintenance complexity, supported by FME training delivered to a four person GIS team and a six person Business Systems team. The proof of concept completed in two months and broader field systems integrations were finished within six months, enabling the City of Cockburn to meet its cloud migration deadline and to maintain and extend end to end data flows between TechnologyOne ERP and GIS and other internal systems.

The deployment also accommodated correspondence and data exchanges required by external parties such as banks, Centrelink and other payroll-related bodies, aligning payroll workflows with statutory reporting and third party remittance needs. Governance established around the TechnologyOne HR and Payroll deployment included defined payroll officer responsibilities for accurate data entry, payroll housekeeping, filing and archiving, and routine reconciliation tasks. Process controls emphasized fortnightly payroll cycles, structured handling of employee enquiries, and documented procedures for deductions, superannuation and workers compensation processing.

SQL based reporting and operational reports were established to support maintenance planning and works scheduling. Operational coverage and governance extended to rates and property management, planning and building application assessment, and service areas such as Health, Rangers and Waste where the TechnologyOne CRM module had been implemented. Governance practices included systems analysis and design specifications, testing and change control, and ongoing support and upgrades for the property and rating system. The Business Systems Coordinator acted as Project Manager for the TechnologyOne Works and Assets Implementation and continued to provide application support and maintenance.
