Operational scope covers the HR department and finance teams that reconcile payroll related entries, with IT responsible for cloud administration, access controls, and tenancy governance. The migration to NaviLine Cloud begins June 1, 2025 and is intended to centralize administration, reduce on prem IT responsibilities, and modernize finance and billing operations. Governance changes will consolidate administrative controls within the NaviLine Cloud tenancy and formalize municipal approval workflows for hires, requisitions, and payroll related transactions.
