In 2025 the City of Quincy approved migration to NaviLine Cloud and provisioned CentralSquare Naviline HRIS as its Core HR application. The City of Quincy deploys this HR capability as an extension of its municipal IT estate that already uses CentralSquare NaviLine for enterprise financials and utility billing.
CentralSquare Naviline HRIS implementation centers on core HR functionality including employee records and workforce administration, position and classification management, benefits administration, and role based security. Configuration emphasizes cloud tenancy controls, workflow automation for hire to retire processes, and personnel action tracking to align municipal HR processes with standard Core HR practices.
The HRIS is integrated into the existing enterprise NaviLine stack to preserve shared master data for cost centers and accounting, maintaining continuity with enterprise financials and utility billing systems. Operational scope covers the HR department and finance teams that reconcile payroll related entries, with IT responsible for cloud administration, access controls, and tenancy governance.
The migration to NaviLine Cloud begins June 1, 2025 and is intended to centralize administration, reduce on prem IT responsibilities, and modernize finance and billing operations. Governance changes will consolidate administrative controls within the NaviLine Cloud tenancy and formalize municipal approval workflows for hires, requisitions, and payroll related transactions.
