In 2017 the City of Toronto procured SAP SuccessFactors Employee Central as the cornerstone of an enterprise wide Core HR modernization program. The procurement was executed through a non competitive agreement with SAP Canada, with SAP acting as the system integrator and proprietary software supplier for the five year subscription commencing August 15, 2017. The implementation targeted Core Human Resources and adjacent talent capabilities, explicitly provisioning SAP SuccessFactors Employee Central along with modules for Organizational Management, SAP Security, eRecruitment and Onboarding, and Talent and Workforce Management. The solution was delivered as a publicly hosted, private instance cloud Software instance, configured to introduce automated workflows, checks and balances, and standardize employee master data to improve data quality and reduce manual effort. Operational scope was enterprise wide, impacting divisions across the City, council administration, and the workforce managed by Human Resources. The project recorded a formal transition from the Citys existing SAP HCM (HR) environment to SuccessFactors Employee Central, aligning HR recordkeeping, security roles, and recruitment workflows under the new cloud instance. Implementation activities were budgeted for 2017 and 2018, with subscription operating costs scheduled from 2019 through 2021. Governance and funding were established through City Council approval and corporate procurement channels, with a total subscription contract value of $7,478,158 net of HST and $7,609,773 net of HST recoveries over the five year term. The initial implementation cost was budgeted at $2,991,263 net of HST for 2017 and 2018, while cloud subscription operating costs were budgeted at $4,486,895 for 2019 through 2021. The City documented a funding model to allocate capital and operating costs and a mechanism to capture realized benefits from business program areas to offset sustainment costs, and the proposal listed expected operational improvements such as elimination of duplicated effort, reduction of waste, and implementation of compliant software.
