In 2021, the City of Toronto initiated the Financial Systems Transformation Program to migrate its SAP ERP Central Component, based on SAP ERP ECC 6.0, to SAP S/4 HANA. The program was structured as a two-stage migration and upgrade, running in parallel with a Payroll Modernization program that moved employee data management and Manager/Employee SelfService to SAP Human Capital Management (HCM) Private Cloud Edition.
SAP S/4 HANA was deployed as the central ERP platform for core finance functions, implemented with Financial Accounting, General Ledger, Controlling, Accounts Payable, Accounts Receivable, Asset Accounting, Funds Management, Treasury and Sales Project Systems. The implementation aligns with the ERP Financial category and concentrates configuration on standard financial ledgers, fund accounting controls and project costing modules typical of a municipal finance transformation.
The architecture combined a staged S/4 HANA cutover for enterprise resource planning with a private cloud deployment for SAP Human Capital Management HCM Private Cloud Edition, enabling payroll, time reporting, pay statement generation and payroll approval workflows to interface with the S/4 HANA financial ledgers. Integrations were scoped between payroll and HR data stores and the financial modules to ensure posting of payroll liabilities and cost allocations across funds and projects.
Ernst & Young served as the system integrator for the Financial Systems Transformation Program and Payroll Modernization rollout, which included phased governance gates, staged module activation and coordination across City of Toronto finance and human resources functions. The program timeline references the Manager/Employee SelfService system scheduled to end in 2027, informing cutover sequencing and decommission planning for the prior SAP ERP Central Component.

In 2017 the City of Toronto procured SAP SuccessFactors Employee Central as the cornerstone of an enterprise wide Core HR modernization program. The procurement was executed through a non competitive agreement with SAP Canada, with SAP acting as the system integrator and proprietary software supplier for the five year subscription commencing August 15, 2017.
The implementation targeted Core Human Resources and adjacent talent capabilities, explicitly provisioning SAP SuccessFactors Employee Central along with modules for Organizational Management, SAP Security, eRecruitment and Onboarding, and Talent and Workforce Management. The solution was delivered as a publicly hosted, private instance cloud Software instance, configured to introduce automated workflows, checks and balances, and standardize employee master data to improve data quality and reduce manual effort.
Operational scope was enterprise wide, impacting divisions across the City, council administration, and the workforce managed by Human Resources. The project recorded a formal transition from the Citys existing SAP HCM (HR) environment to SuccessFactors Employee Central, aligning HR recordkeeping, security roles, and recruitment workflows under the new cloud instance. Implementation activities were budgeted for 2017 and 2018, with subscription operating costs scheduled from 2019 through 2021.
Governance and funding were established through City Council approval and corporate procurement channels, with a total subscription contract value of $7,478,158 net of HST and $7,609,773 net of HST recoveries over the five year term. The initial implementation cost was budgeted at $2,991,263 net of HST for 2017 and 2018, while cloud subscription operating costs were budgeted at $4,486,895 for 2019 through 2021. The City documented a funding model to allocate capital and operating costs and a mechanism to capture realized benefits from business program areas to offset sustainment costs, and the proposal listed expected operational improvements such as elimination of duplicated effort, reduction of waste, and implementation of compliant software.

In 2016 City of Toronto implemented IBM Maximo as part of an Enterprise Work Management System initiative, using IBM Maximo for Enterprise Asset Management to standardize work management across municipal operations. The effort focused on delivering phase 1 scope, with high level scoping activities performed to define budget, sizing, and project tasks required to progress the implementation.
The implementation emphasized rigorous requirements engineering and solution definition, with business analysis activities that documented high level requirements and business models to shape the vendor statement of work. Requirements were organized into logical groupings of Business Processes, Business Rules, and information needs, and a traceability matrix was created to map RFP requirements to project phase requirements, test scenarios, and test cases.
Configuration and standards work included creation of a standard template that captured Enterprise Standards for work management and IBM Maximo standard functionalities, maintained as a living document to inform future divisions. Business analysts collaborated on common methodologies and best practices to ensure consistent capture of requirements and to align system configuration with municipal work management processes.
Vendor workshops were facilitated with a designated liaison role to translate business needs to the vendor and to convey system constraints back to business stakeholders, supporting requirements validation and decision making. Stakeholder communication and testing governance were actively managed throughout the project to control requirements management and testing activities during the phase 1 rollout.
