Architecturally the program established interoperability between Oracle E-Business Suite Benefits and Oracle Cloud Core HR and Performance Management to maintain a single source of employee records and benefit eligibility. Integrations emphasized HR master data synchronization and benefits enrollment data exchange across agencies, supporting countywide operational coverage including Chicago based administrative sites. Governance and process workstreams created benefit governance to manage collective bargaining variability, centralized configuration standards, and assigned functional and technical ownership across county HR and IT teams. The implementation emphasized configuration management and rules based enrollment processes to accommodate contract specific entitlements while delivering end to end deployment and operational handover to county personnel.
