The deployment targeted Benefits Administration across the county's 60 plus agencies and over 30,000 personnel, in an environment where more than 85 percent of staff are unionized and benefits are governed by over 80 collective bargaining agreements. The engagement was led by an Oracle HCM implementation consultant who managed a team of technical and functional resources throughout the contract period. The implementation incorporated Oracle E-Business Suite Benefits alongside Oracle EBS Core HR and Oracle Cloud Core HR with Performance Management, aligning benefits plan configuration, eligibility rules, enrollment workflows, and position based eligibility to central HR master data. Oracle E-Business Suite Benefits was configured to support complex, rules driven benefits structures and administrative workflows typical of large public sector Benefits Administration programs. Architecturally the program established interoperability between Oracle E-Business Suite Benefits and Oracle Cloud Core HR and Performance Management to maintain a single source of employee records and benefit eligibility. Integrations emphasized HR master data synchronization and benefits enrollment data exchange across agencies, supporting countywide operational coverage including Chicago based administrative sites. Governance and process workstreams created benefit governance to manage collective bargaining variability, centralized configuration standards, and assigned functional and technical ownership across county HR and IT teams. The implementation emphasized configuration management and rules based enrollment processes to accommodate contract specific entitlements while delivering end to end deployment and operational handover to county personnel. | |
