In 2020, Cumbria Police implemented Oracle Cloud ERP to centralize finance operations and establish a standardized financial platform within the ERP Financial category. The implementation used Oracle Cloud ERP capabilities commonly associated with Oracle Fusion Financials, configured to support general ledger, accounts payable, accounts receivable, cash and treasury management and VAT handling. Training on the new Oracle Fusion financial system was explicitly included as part of the rollout, aligning system configuration with role based competencies for finance staff and managers.
Operational coverage focused on Cumbria Police finance processes, integrating the Oracle Cloud ERP instance with treasury workflows and organizational financial controls to coordinate day to day accounting and compliance activities. The system architecture followed a cloud delivered SaaS model under the Oracle Cloud ERP banner, enabling centralized maintenance of financial master data and common chart of accounts used by the force.
Governance and capability building were established by the Joint CFO working with the Deputy CFO to develop and fund a training and development policy for the finance function. The HR estate is operated alongside Origin and a separate payroll system, iTrent, with Oracle E-Business Suite HRMS providing the primary HR data model for the organization.
The underlying Oracle databases are hosted on-site and run the Oracle E-Business Suite along with Origin and bespoke policing applications. Operational stewardship is split between the People Department for HR ownership and the ICT Department for infrastructure, contract and license management. The force maintains two in-house DBAs and procures through public frameworks including CCS, ESPO and YPO.
Capita is the named support partner for Oracle applications and for databases, with application support noted as applying to the Origin module. Support and database contracts are described as three year arrangements in the force response. Specific version details and financial contract values were withheld as commercially confidential or exempt under S31 law enforcement provisions, and Cumbria Constabulary does not use off-shore partners for these services.

The COPS solution covers critical compliance requirements, and the use of Microsoft Power Automate (ex Flow) together with Dataverse made consolidation of audit histories easier while establishing an auditable trail for operational and compliance teams.
