Oracle Legacy Oracle Cloud ERP ERP Financial ERP n/a 2019 2019
In 2019 the Department of Environment, Land, Water and Planning implemented Oracle Cloud ERP as its cloud-based ERP Financial solution under the Business Systems Support Review program. The Oracle Cloud ERP deployment was positioned as a central finance and procurement system for the department, aligning with the Victorian Government IT Strategy 2016 to 2020 and delivering a modern, best of breed finance ecosystem. The implementation encompassed core finance and procurement configuration including accounts payable, accounts receivable, general ledger and procure to pay workflows, together with compliance automation for Goods and Services Tax and a SWIFT Fringe Benefits Tax automation component. Oracle Cloud ERP was integrated into a broader program of systems that included SAP SuccessFactors for human capital management, Zycus for source to contract management, and Axiom for budgeting, reflecting a modular ERP Financial architecture with adjacent best of breed applications. The rollout was department wide covering over 4,000 end users, replacing Oracle Release 11i and the existing suite of custom applications in the Business Management System. Operational delivery emphasized cloud deployment architecture for scalability and flexibility, and project delivery tools incorporated Jira for agile task tracking and SharePoint for document management and vendor access control. PwC Australia was engaged to manage change across the BSSR Finance Program, and program governance used a fortnightly Project Control Group and weekly risk and issues workshops to monitor progress. Project financial management and milestone payment monitoring were formalized, and project resourcing, recruitment and stakeholder coordination were managed centrally to support the Oracle Cloud ERP rollout within the department.

SAP Legacy SAP SuccessFactors Employee Central Core HR HCM n/a 2018 2018
In 2018 the Department of Environment, Land, Water and Planning implemented SAP SuccessFactors Employee Central as its Core HR platform. The implementation work from December 2018 to April 2019 included a Lead Instructor role delivering focused Employee Central and Payroll training for Human Resources and Payroll teams, with hands on scenario development in SAP and SuccessFactors demo systems. The deployment centered on SAP SuccessFactors Employee Central and the associated Payroll capability, configured to support employee master data management, position and organizational structures, and payroll processing workflows typical of Core HR implementations. Training artifacts included structured documentation, scenario-based exercises, and a written training approach and plan used to align system configuration with business process changes. Operational coverage targeted HR and Payroll business functions, with the Lead Instructor working closely with the project team and key stakeholders to map process changes, validate business requirements, and build quality training scenarios. A formal training needs analysis was undertaken and validated to identify individual training requirements, which informed the curriculum and sequencing of instructor-led sessions and hands on lab exercises. Governance and rollout activities emphasized role-based training and documentation, validation of learning outcomes, and close coordination with HR process owners to ensure adoption of new workflows. The implementation narrative focuses on instructional design, training delivery, and stakeholder alignment rather than technical integration details.
