In 2019 the Department of Employment and Labour implemented SAP S/4 HANA as its ERP Financial platform, completing a migration from SAP ERP ECC 6.0. The implementation targeted the department’s core finance function and transactional finance landscape for a government organization of approximately 3500 employees in South Africa.
SAP S/4 HANA was configured to provide core ERP Financial capabilities, including general ledger, accounts payable, accounts receivable, asset accounting, controlling and cash management, with the system leveraging S/4 HANA’s in-memory processing for combined transactional and analytics workloads. Configuration work included chart of accounts rationalization, ledger and fiscal period setup, master data consolidation and financial reporting model updates to align with public sector accounting requirements.
The migration path from SAP ERP ECC 6.0 involved data conversion and coexistence planning during the cutover phase, preserving financial history while transitioning to the SAP S/4 HANA data model. Operational scope covered the central finance organization and downstream departmental finance processes, incorporating statutory reporting and payment control workflows used across the department’s units.
Governance and workflow changes focused on centralized ledger governance and standardized financial procedures to support the new SAP S/4 HANA environment, and the project is recorded as a successful implementation of both ECC 6 and S/4 HANA for the Department of Employment and Labour. The deployment established SAP S/4 HANA as the ERP Financial backbone for the department’s finance and accounting operations.

In 2020, Department of Employment and Labour implemented SAP HCM Personnel Administration as part of a broader Core HR rollout for the Public Employment Services Branch and HRM Corporate Services. The SAP HCM Personnel Administration implementation was delivered on ECC6 and targeted personnel administration and e-recruitment workflows aligned to South African qualification and job frameworks.
The deployment configured Organizational Management, Personnel Administration, Time Management, Performance Management, E-Recruitment, Personnel Development, Learning Solution, Talent Management, Career and Succession Planning, and EHS. Configuration work included establishing the qualification structure and assigning NQF qualifications, building job architecture aligned to SIC codes and OFO codes, and provisioning address services to standardize district municipality city suburb and postal codes to remove free text from candidate records.
Solution design incorporated custom enhancements and interfacing with external agencies, specifically SIYAYA UIF and SAQA, and implemented synchronization rules and Business Partner configuration between ECC6 and MDG. Organizational structure integration used IDocs and the program included coordination with ABAP developers to build upload programs that ingest candidate master data from Department of Home Affairs as the source, with master data loads executed via LSMW and MDG business partner processes.
Project governance was driven by a blueprinting approach, with a Senior SAP Human Resources Consultant updating the project plan and translating business requirements into the Blueprint Document. Governance activities emphasized synchronization rules for master data, configuration of business partner and organizational management processes, and a solution design for the Employment Services of South Africa e-recruitment capability to operationalize candidate matching within the Core HR landscape.
