In 2020, Department of Transport, Western Australia deployed Oracle Cloud ERP as its ERP Financial platform for core public sector financial management. The implementation led the transition of the former VicRoads organisation onto the DOT Oracle Cloud ERP platform, migrating transaction processing from ABB Ellipse and consolidating financial operations under a single Oracle Cloud ERP tenancy.
The Oracle Cloud ERP deployment focused on standard ERP Financial capabilities including general ledger, accounts payable, accounts receivable, fixed asset accounting, procurement invoicing, budgeting and financial reporting. Configuration emphasized modular financial ledgers, multi ledgers and centralized chart of accounts design to support public sector fund accounting and statutory reporting requirements.
The program migrated VicRoads transactional data and operational processes from ABB Ellipse into Oracle Cloud ERP, while the Department previously had an enterprise ERP footprint tied to Oracle PeopleSoft ERP. The migration strategy used staged cutovers for business units to limit transactional disruption, and data reconciliations were established to validate balances during each stage.
Governance was restructured to centralize finance controls and standardize approval workflows, with role based access controls and a finance change control board to manage configuration and release windows. The rollout emphasized phased operational handovers for accounts payable and fixed asset lifecycle processes, and the Oracle Cloud ERP platform serves as the department wide ERP Financial foundation for ongoing financial management.
