Oracle E-Business Suite was configured to enforce centralized chart of accounts structures and budgetary controls, and to automate routine financial workflows such as invoice processing and period close orchestration.
Integrations were established with the district human resources and staffing landscape, using the Oracle budgeting application as a source for fiscal planning. In 2014 Douglas County School System implemented Workday HCM as its Core HR application. CedarCrestone was engaged to design and configure generally available functionality aligned to district priorities, with configuration of each component prioritized during the initial stages of the project. The deployment was scoped to provision a United States tenant to support district human resources operations.
The Core HR deployment covers an active employee population of 6,500 including contingent workers, with a structured organizations model. Organizations include supervisory organization setup of up to 500 supervisory orgs, up to 1,000 cost centers, up to four pay groups, business unit org structures, and up to four custom organization types. Tenant configuration and organizational hierarchies were explicit configuration targets identified in the design.
Workday HCM modules implemented and configured include jobs and positions with multiple staffing models, up to 400 job profiles, up to 100 job families, and one management level hierarchy. Configurable security was implemented to assign roles to business processes and assign workers to roles. Compensation configuration covers up to 300 compensation grades and profiles, one allowance plan, up to three bonus groups, up to two stock plans, and one merit plan with processing tied to district and employee performance. Benefits configuration includes up to two benefit groups, up to 20 benefit plans, up to eight eligibility rules, and one passive event.
Payroll and workforce management scope includes US payroll setup with up to two FEINs, up to 120 earnings and deduction codes, up to two bank accounts, and one external general ledger integration, with up to three parallel payroll tests planned. Absence configuration includes up to 10 absence plans with multiple auto-zero plans and defined hour allocations. Performance management was configured with two to three review templates, a customized start performance review business process, and provision for one individual development plan or one performance improvement plan or one disciplinary action plan. Talent management work included configuration of three talent attributes and inclusion of Assess Talent workflows into the performance review process, while succession planning covered executive succession plans, readiness configuration, and candidate nomination with minor business process adjustments.
Governance and rollout focused on prioritized design during initial project stages, tenant-level configuration for US operations, and business process governance to control role assignments and performance review start processes. Payroll governance included parallel testing and an explicit external GL integration point to connect payroll outputs to district finance systems. The program centered on providing Workday HCM Core HR capabilities to support Douglas County School System human resources and payroll functions district wide.
