Governance and program management were executed by internal IT project managers and IT managers who led teams of employees and consultants through all phases, performing project planning, vendor negotiation, and stakeholder requirements definition. IT established and maintained policies for architecture, security, disaster recovery and service level agreements, and retained operational responsibility for ERP monitoring, support and lifecycle management.

Weekly Concur feed balancing was used to prepare journal entries, with Excel-based processes used to reconcile feeds prior to posting to corporate accounting. Governance and process changes accompanied the technical deployment, including revision of T&E and Corporate Card policies, updates to employee card agreements, and scheduling of a Concur Site Assessment to identify improvement areas. Program administration responsibilities were formalized under the corporate staff accountant role to maintain policy enforcement, card issuance controls, and recurring reporting for corporate accounting, accounts payable and divisional expense managers.
