In 2020, Federal Reserve Bank of New York implemented Alcea Tracking Solutions in the Business Process Management category to centralize HR help desk ticketing and intake across the bank. The deployment designated HR as the service owner while enabling any employee to submit and track tickets through a single system, establishing a persistent request history and query capability for reporting and audit needs.
Alcea Tracking Solutions was configured with a customized help desk track, anonymous entry and query enabled for all users, a bespoke external front end, and defined workflow states to represent ticket life cycle transitions. The implementation included automated assignment rules that route new tickets to support staff and notification triggers that inform assignees and originators as tickets move between states, and standard filtering, reporting and audit trail capabilities were activated for operational visibility.
The project leveraged the New York Fed teams familiarity with FIT concepts to inform track configuration and user experience, while the operational application in production is Alcea Tracking Solutions. Operational coverage focused on HR service workflows, support staff queues, and bank employees as originators rather than a restricted user subset.
Governance encompassed workflow definition, notification policies, and audit logging to create a traceable ticket lifecycle and to support reporting and compliance requirements. The system entered production and is currently in use with favorable feedback from users.

In 2019, the Federal Reserve Bank of New York implemented IBM Control Desk for IT Assets as its enterprise IT Asset Management platform, deploying it to support Software Asset Management activities. A contracting Software Asset Management Analyst was on assignment from June 2019 to December 2019 to create the overall plan for the SAM implementation and to supervise the deployment and initial operationalization of the tool.
The implementation of IBM Control Desk for IT Assets focused on publisher knowledge base creation and entitlement management, with entitlements researched from vendor contracts and prepared for bulk upload into the platform. Configuration work included building contract and licensing awareness for the bank, instituting entitlement reconciliation workflows, and performing QA on application records to align IBM Control Desk for IT Assets with the bank s application inventory and license data.
Integrations and operational coverage included feeding application information into the bank s Application Performance Management environment which runs on Hopex, and ingesting licensing and entitlement data derived from contract sources. Operational scope covered Software Asset Management, Application Management, and Process Management functions, and extended to telephone equipment and vendor telecom account oversight for vendors including AT&T, Verizon, and Spectrum.
Governance and process work included editing standards for Software Asset Management, Hardware Asset Management, and the Application Database, and creating operational processes for Software Audit, Telephone Equipment Management Escalation, and Vendor/TEM Management. The assignment also documented and resolved overdue telecommunications accounts, producing explicit outcomes reported by the bank of thirty thousand dollars in annual savings and over one hundred thousand dollars in cost avoidance, and embedding documented SAM governance into ongoing operational procedures.
