In 2020 the Government of Saskatchewan began a multi-phase Enterprise Business Modernization Project and migrated from Oracle E-Business Suite to Oracle Cloud ERP as the core ERP Financial platform. The program targeted modernization of major business functions including Human Resources, Financials and Procurement, with Enterprise Business Modernization Project delivering end-to-end process design for HR, Finance and Supply Chain in the new operating model.
Oracle Cloud ERP was configured to support integrated HR, finance and supply chain workflows, with specific emphasis on payroll reconciliation and interfunctional transaction controls. The project used a Master Test Strategy and Plan, requirements traceability matrices to map User Stories to test cases, and iterative sprint-level validation to ensure Oracle Cloud ERP configuration aligned with the EBMP process designs.
Delivery followed an Agile model where integrated testing such as ITC and Payroll Reconciliation Testing validated cross-module processes and configuration of the Oracle Cloud ERP solution. Test execution and defect management were managed through tools and platforms including Azure DevOps, ALM Octane, JIRA, SharePoint and Oracle Cloud environments, and the testing effort included coordination with off-shore resources and third party vendors to deliver integrated process testing across functional areas.
