In 2016, Hampshire County Council deployed Oracle Cloud ERP across its organization. Oracle Cloud ERP, implemented as Oracle Fusion Cloud ERP, served as the ERP Financial backbone for core finance and procurement functions.
The implementation focused on standard ERP Financial capabilities including general ledger, accounts payable, accounts receivable, procurement orchestration and budgeting control aligned to public sector accounting practices. Oracle Cloud ERP was configured to support enterprise-wide transaction processing and financial reporting, with process automation for purchase-to-pay and period close workflows.
Integrations were implemented to support cross-functional operations, notably connections to O365 and SharePoint for document management and collaboration, and Active Directory updates to automate account provisioning. The program included a starter, leaver, movers online form that fed HR and IT workflows, and integration points for mobile and laptop provisioning to align device issuance with user onboarding and offboarding. The deployment also interfaced with the council s digital front door initiative to support channel shifting toward online service interactions.
Governance changes centralized ownership of financial master data and defined workflow handoffs between finance, IT, HR and digital services teams. Rollout included configuration of automated AD updates and enrollment processes tied to the starter, leaver, movers form, alongside change control for finance configuration and SharePoint document lifecycle management. In 2014 Hampshire County Council implemented SAP BW (Business Warehouse) as the central Data Warehouse component within a broader SAP stack that included BI7, BW on HANA, SAP Fiori Apps, SRM and ECC 6 EHP7. The implementation was supported by an SAP security consultancy engagement beginning February 2014 and extending through February 2017, focused on secure access design and role engineering for analytic and transactional consumers.
The project scope included detailed security redesign and role configuration across SAP modules, notably redesigning ECC security roles for FICO, PS, MM, SD and HR using structural and context authorizations. New security roles were created for SAP Fiori Apps covering Employee Self Service, Manager Self Service, Procurement and Finance, and BI7 security roles and analysis authorizations were implemented to enable users to execute SAP BW reports via the Fiori portal. Reports surfaced through the portal included SAP Business Objects Dashboards, requiring coordinated authorization models between BW and the portal layer.
Technical configuration work included creation of BW Development Team roles within SAP HANA Studio v 2.2.12 and development activities in SAP Web IDE v 1.110.12, together with explicit security restrictions applied to custom Tables, Programs, Web Dynpro components and BAdI implementations. Integrations were implemented with ECC 6 EHP7 and SRM, and the BW environment was configured to deliver analytics through Fiori Apps and Business Objects, preserving analysis authorization semantics end to end.
Governance focused on defining SAP Development and Functional Team roles, implementing role based access control and formalizing analysis authorization patterns to support report execution and portal access. The engagement documented role ownership and enforcement steps to ensure custom development artifacts and functional modules adhered to the new authorization framework.
