In 2016, HUTA Group implemented Oracle Cloud ERP across its finance organization, replacing Oracle E-Business Suite to centralize accounting for large-scale marine construction projects and corporate finance functions. The deployment targeted ERP Financial capabilities to support project accounting for a major sea-port construction program with a contract value of US$1.6 billion, and other marine dredging and harbor construction operations managed by Huta Marines Works Limited.
The Oracle Cloud ERP configuration emphasized project accounting and revenue recognition workflows, monthly percentage of completion and Work-In-Progress reporting, general ledger consolidation, accounts payable and receivable controls, fixed asset accounting, and tax ledgers to support VAT. The implementation included configuration of cost allocations for multiple support facility cost centers covering onshore, offshore, dredging, diving and logistics, and established balance sheet reconciliation and year-end close procedures within Oracle Cloud ERP.
Integration and complementary systems were explicitly part of the program, with Oracle Cloud ERP outputs feeding a Hyperion Financial Reporting package developed to generate monthly and quarterly management financials. The finance team collaborated with the holding company Strategic Planning and Budgeting team using STEP planning tools, and Oracle consultants participated in the Oracle Cloud ERP implementation. System enablement and process controls supported liaising with banks for project financing instruments and maintenance of Letters of Guarantee and Letters of Credit.
Governance changes centered on strengthened project financial controls, requiring monthly approval cycles for percent complete and WIP reports, centralized management of project financing and tax compliance, and continuous training and reinforcement of processes at project sites. The finance organization also managed tax functions and full VAT implementation, including dealing with the Tax Authority and enabling VAT workflows in Oracle Cloud ERP.
Explicit outcomes from the program included development of a complete Hyperion-based financial reporting package after Oracle Cloud ERP go-live, achievement of full VAT compliance with Oracle system enablement, and securing bank financing facilities of US$160 million for a separate major marine construction contract valued at US$300 million. Oracle Cloud ERP served as the core ERP Financial system to unify project accounting, statutory accounting and management reporting for HUTA Group.
