The implementation scope covered Financial Management, Project Management, Material Management, Human Resource Management and Payroll, aligning the Oracle E-Business Suite ERP Financial deployment with ICAR operational needs across administrative and research finance functions. The deployment included Oracle E-Business Suite modules for HRMS including Self Service HR and Core HRMS, Payroll, Oracle Financials accounts payable accounts receivable and fixed assets, Oracle Projects, and material and project management capabilities. Configuration work documented in the project included Payables Transfer to GL program setup, payroll element creation and costing, payroll pre processing processing and post processing routines including quick pay rollbacks retries and retro pay processing, and absence management. The team also supported testing and end user training as part of solution design and setup activities. Operational integrations and coverage were implemented to move employees from the prior payment method to the new Oracle payroll method and to align payables and costing flows into the general ledger via configured transfer programs. The project scope extended across ICAR administrative sites with coordination required between the implementation team and ICAR officials, and offshore support was provided by an IBM team to resolve technical and operational issues during go live and stabilization. Governance and process changes included modification of seeded HR workflow processes to support Oracle Self Service and Payroll specific approval paths, and redesign of cash management and payments business processes along with IT operations to support the Oracle environment. Post go live responsibilities documented in the project included resolving production issues supporting payroll processing using subsets such as assignment sets consolidation sets and element sets, running required reports and coordinating continuing support and handover activities to ICAR operational teams.

Seeded HR workflow processes were modified to align Oracle Self Service and payroll approval flows with ICAR business rules, and employees were migrated from the old payment method to the Oracle payroll method. This HRMS workstream was delivered as part of a larger ERP program that included Financial Management, Project Management, and Material Management, and it interfaced operationally with Oracle Financials modules Accounts Payable, Accounts Receivable, and Fixed Assets through the Payables Transfer to GL program and with Oracle Projects. The technical and functional environment was Oracle Apps R12, and the project included coordination between IASRI developers, ICAR operational teams in New Delhi, and an offshore support team IBM for escalations and issue resolution. Governance activities included solution design workshops, system setup, integration testing, user acceptance testing, and targeted end user training for HR and payroll administrators. Business process restructuring included redesign of cash management and payments processes and changes to IT operations to accommodate the new payroll flow and self service workflows, with ongoing operational support provided after go live. Post go live responsibilities explicitly included resolving operational issues and providing support for payroll and HR processes, sustaining the redesigned cash management and payments business processes, and coordinating further MIS FMS rollout activities with ICAR officials.
