In 2013 Independent Health Association implemented Oracle E-Business Suite as its ERP Financial application to support a project consolidating the existing Prudential sales force organization and newly acquired health plan organizations into one unified sales force org. The implementation centered on using Oracle E-Business Suite to provide core financial and transactional controls while enabling integrations required by the sales consolidation program.
The technical implementation layered a robust integration tier built on Mule ESB to connect the Oracle E-Business Suite deployment with multiple enterprise endpoints. Developers produced an application that connected directly to the client database and coordinated with an existing file mover process to transfer files from a PeopleSoft system to third party systems, using Data Mapper and DataWeave for transformations and validations. Messaging patterns included synchronous and asynchronous scopes implemented with Active MQ, AMQP endpoints to RabbitMQ, and support for MQ Series, Http, File, FTP SFTP, and SMTP transports, while JDBC connectors and transaction management handled database interactions.
Integrations extended to Salesforce and Oracle ERP using Informatica Cloud and Mule ESB, with implemented flows for Salesforce outbound and inbound business processes. APIs were designed and documented using RAML and deployed on the Mulesoft Anypoint platform and CloudHub, and RESTful and SOAP web services were developed in support of a service oriented architecture. The engineering stack included Anypoint Studio, Mule Server versions 3.7.3 and 3.8.3 with an active migration to 3.8.3, X12 EDI package migration from v1.0.1 to v1.2.2, MS SQL Server 2008, MongoDB and ElasticSearch for specific web application needs, and AWS components such as EC2 S3 and SQS for infrastructure and deployment support.
Governance and rollout were driven by close collaboration with functional leads and project managers, producing design specification documents, unit testing with MUnit, and continuous integration and deployment using Maven and Jenkins. Operational practices included encryption of environment properties, a custom logging framework for the Mule layer, scheduled batch jobs using a Quartz connector, and endpoint URL refactoring to enforce naming standards. Governance changes emphasized contractual alignment and enrollment into capitation, with Independent Health reporting that 98% of primary care practice members are now in full capitation contracts. By leveraging HealthRules Payer Independent Health automated administrative tasks and increased sharing of robust, accurate data with providers, outcomes explicitly reported include improved patient outcomes, reduced healthcare costs, and increased customer satisfaction.
