The deployment established Questica Budget as the primary budgeting and scenario modeling tool for preparing and managing the County’s approximately $300 million annual budget, with direct operational ownership by the County Budget Office. The implementation centered on budget modeling and scenario planning capabilities, budget accounting workflows, and consolidation for legislative reporting. Functional use expanded to include processing of payroll changes, execution of requisitions and travel reimbursements, administration of county financial contracts, and support for grant accounting and reconciliations, reflecting typical EPM configuration of budget assumptions, ledgers, and workflow-driven approvals. Questica Budget was operated in close connection with the County financial accounting system, described internally as the FMS, supporting reconciliations and the integrity of financial accounts through regular audits. Operational coverage extended across Jackson County departments, including the Sheriff’s Office and the Prosecutor’s Office, and the system was used to model scenarios at the request of the County Executive’s Office. Governance and sustainment were led by the County Budget Supervisor who progressed from budget analyst responsibilities into rollout and ongoing maintenance, provided internal user support, attended vendor seminars, and served as acting Budget Officer when required. The Budget Supervisor also drafted financial documentation for County Legislature votes, enforced departmental compliance with county financial and budgeting policies, and supervised the Budget and Payroll Analyst to maintain audit controls and operational continuity. |
