Governance relied on role based operational workarounds rather than automated integration, with staff negotiating carrier rates, resolving carrier exceptions, preparing BOLs and invoices for warehouse fulfillment, and responding to customer emails and calls using Oracle NetSuite ERP financial records alongside separate TMS interfaces.
