The implementation configured core Computer Aided Dispatch capabilities common to municipal emergency centers, including emergency call intake and 112 call handling, incident management and shared incident records, resource allocation and dynamic dispatch consoles, and geospatial situational awareness for operational commanders. Indra iSafety Dispatch was tailored to municipal workflows to support multi-agency coordination and concurrent incident queuing across departments. Operational integration connected the CISEM 112 call center with municipal police, fire, mobility and medical response units, enabling coordinated dispatching and information sharing across agencies. The Spain deployment began with a 2006 contract and the system went live in 2007, establishing a centralized operational hub for city emergency services. Governance centered on centralized operations at CISEM with standardized incident handling procedures and cross-agency workflow orchestration to support unified response. The rollout delivered coordinated incident handling and reduced response times across municipal emergency services as reported following go live.
