SAP Legacy SAP HCM Benefits Benefits Administration HCM n/a 2013 2014
In 2013, Metropolitan Transit Authority of Harris County implemented SAP HCM Benefits within a Benefits Administration deployment to support administration for Benefits, Pension, Wellness, Long Term Disability and Retirees cost centers. The implementation covered oversight of budget allocations, expenditures and variance for those cost centers and supported analytical responses to inquiries from the CEO's office. Configuration work and functional design for SAP HCM Benefits emphasized benefits administration workflows including premium and claims statistical tracking, eligibility and enrollment support, COBRA and retiree billing management, and benefit-specific processing for life insurance, employee assistance programs and pharmacy. Operational responsibilities explicitly included reconciling monthly invoices and processing check and wire payment requests for Life insurance, METRO contribution to Union Trust, EAP, Pharmacy and COBRA, while maintaining statistical data on premiums, claims and costs and investigating irregularities. Integrations and operational coverage were implemented through close collaboration with internal IT and HRIS divisions, with the SAP Super User providing IT-related support for updating functional specifications and ESS and MSS changes while preserving data integrity. The implementation linked benefits data flows to payroll and finance workflows to support payment processing and invoice reconciliation and to feed structured inputs into government reporting processes. Governance centered on the SAP Super User role which maintained data integrity, coordinated configuration changes and prepared and submitted government-mandated reports including 1095-C reporting, PCORI fees, legal notices and CMS disclosures. This governance model aligned Benefits Administration functional ownership with operational controls in IT and HRIS to sustain compliance and ongoing reporting obligations.
