The implementation provisioned both cloud based and on premise instances of TechnologyOne Enterprise Content Management to support council records and document workflows across corporate functions. Governance for the deployment resided within the council Governance section and the Information and Communication Systems section, aligning ECM ownership with corporate records, IT service teams and helpdesk operations. The deployment was structured to serve document capture, records management and internal business process automation across council departments. Configuration work focused on Enterprise Content Management capabilities common to the category, including document capture and indexing, scanned document ingestion, electronic records management, workflow orchestration for approvals, and role based access control. Deliverables included system design, development, configuration, testing and implementation, together with technical and end user manuals created by the implementation team. Routine system administration and troubleshooting were part of the operational remit, with staff training and documentation emphasized as part of rollout readiness. The ECM environment was integrated with a range of council systems documented in operational support, including Pathway, Authority, TRIM, EzeScan, Trapeze desktop and Trapeze scanning, iFerret, Office 365 and Smartsheets, creating a consolidated content layer across existing applications. Those integrations supported scanned capture pipelines, desktop search and records retrieval workflows, and linkage between document authoring in Office 365 and the ECM repository. Operational coverage included both cloud based and onsite repositories to accommodate local scanning and capture workflows while centralizing records management functions. Governance and process responsibilities included business requirements analysis, benchmarking, KPI development, end user training, and production of technical and user documentation. The Information and Communication Systems team managed day to day support and staffing, at times overseeing up to seven direct reports, and enforced project controls to keep implementations within scope and budget. The ECM program was coordinated alongside council operational plans, including participation in Emergency Bushfire Operation activities to ensure continuity of records and document workflows during emergency response. | |
