In 2019, the Ministry of Manpower implemented SAP S/4 HANA as its ERP Financial platform. The program was executed by a roughly 400 person delivery team focused on HR and workforce management within the Government of Singapore.
The implementation included a suite of user interfaces and backend services, with a Senior SAP Consultant responsible for SAP ODATA development and the backend OData layer for more than six Fiori applications. Each Fiori application comprised roughly 20 to 24 views with distinct functionality and supported three different ranking types, and development used basic CDS views together with ABAP 7.4 syntax.
Functional scope concentrated on HR and talent management workflows, specifically ranking and promotion, leadership development ranking and promotion, job architecture, and core OM job creation. Technical components implemented included BRF plus promotion rules for the Ranking And Promotion module, a custom RNP module in HR ABAP, Module Pool programming, SAP Webdynpro screens, and workflows for HR leave approval and CATS timesheet approval.
Operational coverage targeted higher management and HR users, with the applications handling rating and ranking activities for approximately 20,000 to 30,000 employees and providing Excel download and upload capabilities plus multiple attachment points. Governance and process work included a common workflow configurable by users across custom modules, development in an agile process environment, and ongoing support for UI5 debugging, webdynpro, workflow and OData related queries.

Integration work stayed within the SAP application landscape to enable payroll processing and employee record management, with operational coverage concentrated on the Ministry of Manpower HR and payroll departments. The deployment supported administrative processes for an organization of approximately 1000 employees and was executed in Singapore.
Project governance followed an Agile methodology, with regular meetings between NCS Group consultants and business users to gather requirements and iterate on UI and form designs. Ongoing responsibilities included supporting SAP HCM (HR) applications, maintaining custom UI5/Fiori and ABAP artifacts, and operating Adobe Life Cycle designer forms in production.
