| Oracle | Legacy | Oracle Fusion Cloud Financials Accounts Payable | AP Automation | ERP | Accenture | 2020 | 2023 |
In 2020, the Ministry of Social Development implemented Oracle Fusion Cloud Financials Accounts Payable as its AP Automation platform, engaging Accenture to lead finance system configuration and deployment. The deployment centralized invoice processing for departmental payables and established Oracle Fusion Cloud Financials Accounts Payable as the core invoice receipt and payment orchestration layer.
Configuration work focused on enabling electronic invoice receive and send capabilities within Oracle Fusion Cloud Financials Accounts Payable, building automated validation and exception handling workflows, and codifying business rules for invoice matching and duplicate detection. The team introduced an automated nightly error validation report to surface issues such as duplicate invoices and incorrect PO numbers, which the accounts payable team reviews daily, and tuned system rules iteratively to reduce manual interventions.
Integrations were implemented with Message Exchange as the Access Point provider and with supplier ecosystems such as Xero and MYOB through the eInvoicing network, reflecting a supplier-first onboarding strategy that prioritized high-volume invoice senders. Onboarding combined targeted testing with major suppliers and a receive first, resolve issues approach for others, extending the operational scope across MSD accounts payable operations and coordinating learning with other government agencies using similar finance systems.
Governance included a structured change management program, extensive internal communications, and comprehensive process documentation to educate staff on eInvoicing workflows and exception handling. Since going live with receive capability in July 2023, as at May 13.4% of all MSD departmental invoices are processed as eInvoices, 94% of which are paid within 5 days, and MSD went live with send capability in July 2024 as the first government agency using the Oracle system to do so.

| SAP | Legacy | SAP SuccessFactors Compensation | Compensation Management | HCM | n/a | 2019 | 2019 |
In 2019, the Ministry of Social Development implemented SAP SuccessFactors Compensation as part of a broader human capital management program, specifically to address Compensation Management within its HR ecosystem. The engagement was delivered against a cloud native SaaS HCMS approach, with SAP SuccessFactors Compensation named explicitly as the compensation application.
Design and configuration work for the initiative included SAP SuccessFactors Compensation and design leadership for SuccessFactors Employee Central, Goals Management, and Performance Management. The functional scope focused on compensation planning, pay element configuration, approval workflow design, and alignment with performance and goal outcomes, consistent with Compensation Management capabilities.
Preparation activities emphasized mapping current state HR processes and re-defining those processes to inform a data conversion and data management strategy. The program adopted a whole of government posture, producing solution specifications intended to support other agencies, and building in-house capability for colleagues unfamiliar with SaaS cloud HCMS technology.
Operational coverage was centered in the Ministrys HR Systems team with activity noted in Wellington and Wairarapa, and work included supporting operational troubleshooting, business process re-engineering, and reporting. Governance work emphasized process redefinition and conversion planning to enable later rollout of compensation workflows and associated integrations when stakeholders were available.
