Integrations were implemented with Message Exchange as the Access Point provider and with supplier ecosystems such as Xero and MYOB through the eInvoicing network, reflecting a supplier-first onboarding strategy that prioritized high-volume invoice senders. Onboarding combined targeted testing with major suppliers and a receive first, resolve issues approach for others, extending the operational scope across MSD accounts payable operations and coordinating learning with other government agencies using similar finance systems. Governance included a structured change management program, extensive internal communications, and comprehensive process documentation to educate staff on eInvoicing workflows and exception handling. Since going live with receive capability in July 2023, as at May 13.4% of all MSD departmental invoices are processed as eInvoices, 94% of which are paid within 5 days, and MSD went live with send capability in July 2024 as the first government agency using the Oracle system to do so.
