In 2021 National University Health System deployed SAP SuccessFactors Employee Central Global Benefits as the benefits component within a cloud-based Human Resource Information System accessed via the myHR mobile app. The implementation positioned National University Health System as the first public healthcare institution in Singapore to operate a full suite cloud HRIS and extended Benefits Administration and employee self service to approximately 15,000 staff.
SAP SuccessFactors Employee Central Global Benefits was implemented alongside core modules including Employee Central, Time Off, Timesheet, Learning and Payroll, with custom benefits and claims functionality embedded into the myHR mobile app. The project delivered mobile-first employee self service capabilities for personal data, declaration forms, work related and medical claims, and learning modules, with appraisals and onboarding management scheduled for phase 2.
Architecturally the deployment used SuccessFactors as a cloud tenant integrated to an existing on premise SAP payroll engine through a fileless replication mechanism to transmit organization, employee and payroll related data on a near real time cadence. Custom SAP Cloud Platform applications were developed and seamlessly integrated into the SuccessFactors mobile experience, and the solution layered H-Cloud security controls including SAP Cloud Connector and SAP Web Dispatch to channel internet traffic into a demilitarised zone. Data exchange was encrypted end to end using Pretty Good Privacy, and two factor authentication was enforced via SAP Authenticator.
Governance and rollout involved cross functional teams including NUHS Human Resource and Payroll staff from 1FSS and multiple IHiS groups such as the Solution Review Board, Infrastructure and Network, Cyber Defence Group and Application Integration, who collaborated to satisfy HealthTech Instruction Manual architecture standards. The project completed phase 1 on time and on target during a constrained Covid 19 environment, and communications included self help videos and training materials to drive adoption ahead of a planned phase 2 expansion.
Outcomes explicitly reported include strong early adoption with over 80 percent of employees logging into the HR system within two weeks and more than 70 percent of staff downloading the myHR mobile app, which equated to over 10,000 downloads. The mobile enabled Benefits Administration and self service workflows reduced manual email requests for documents by enabling staff to self generate e letters, and the deployment maintained compliance with H-Cloud security and HIM policy requirements.

Operational governance was structured around extensive workflow redesign, with clinical workflow reconfiguration and staged adoption driven by central program governance and local clinical leaders.
