In 2015, Network Rail implemented Oracle E-Business Suite as its ERP Financial backbone across the organization. The deployment was positioned to support core enterprise processes in finance, human resources, procurement, supply chain and projects, and to underpin almost 40,000 employees, more than 4,000 suppliers and 150,000 business affiliates.
The Oracle E-Business Suite implementation encompassed financial ledger and accounts payable capabilities, human capital management modules, procurement and supplier management, supply chain planning and control, and project portfolio and cost control functionality. Configuration work centered on a unified chart of accounts, supplier master management, procure to pay workflows and project cost capture consistent with ERP Financial operational practices.
Architecture was delivered with a centralized application and database topology to provide consistent transactional processing and reporting across business units, while interfaces were established for supplier networks and operational systems to support procurement and project execution flows. CGI served as the systems integrator, leading development, testing, data migration and phased cutover activities in coordination with Network Rail IT and business process owners.
Governance emphasis included centralized application governance, formal change control, and supplier onboarding and master data stewardship to align operational processes with the Oracle E-Business Suite deployment. Operational ownership was structured to retain business accountability for finance, HR, procurement and project controls while CGI managed technical configuration and implementation delivery.

The implementation concentrated on AssetWise ALIM modules aligned to asset information management and document and records control, including structured metadata models, controlled document lifecycles, versioning, audit trails, and configurable ALIM Web forms and permissions. Configuration work emphasized lifecycle states, search indexing, and workflow orchestration to support engineering, asset handover, and maintenance planning processes.
Integrations were explicitly established between AssetWise ALIM and the project common data environment components ProjectWise and CEMAR to align project documentation flows and procurement record handling with asset records. Operational coverage was focused on the HS2 ONW Phase One program, supporting the Information Controller function, information management and document assurance teams based in London, and project engineering stakeholders using ALIM Web.
Governance and process changes included appointing an Information Controller accountable for day to day management, training, and assurance of document management workflows, and formalizing CDE discipline with role based access controls inside AssetWise ALIM. Technical support and operational handover processes were structured to route construction and asset records into ALIM Web for controlled retention and traceability, enabling consistent Asset Performance Management across the programme.
