In 2012 New York State Department of Environmental Conservation initiated an Oracle E-Business Suite engagement to upgrade and stabilize its ERP Financial environment. The work focused on an upgrade to R12.1.3 from Oracle E-Business Suite 11.5.10.2 and the implementation of financial modules including GL, AP, PO, AR, iExpense, e-payments, Loans, Treasury, Projects, Budgets, and Grants.
The implementation included detailed functional design and configuration, with the Oracle E-Business Suite configured for accounting rules, payment terms, accounting periods, invoice sources, bank information, receivables quick codes, auto invoice grouping rules, and transaction types. Sub Ledger Accounting, encumbrance accounting, accrual accounting, payable system options, financial options, and form personalizations were defined, and an upgrade plan was prepared for GL, AP, PO, AR, and iExpenses that incorporated customizations and personalization requirements.
Operational coverage included production support across Albany NY and facilitation of UAT and end-user training, with development of user training manuals and multiple training sessions on terminology and process changes from 11i to R12.1.3. The project supported integrations with the SFS CAS PeopleSoft financial system and sustained more than seven years of data migration activity into Oracle, while analyzing 11i functionality to finalize solution designs for R12.
Governance and process work consisted of supervising process and functional design activities, reviewing Business Requirements Documents with business and development teams, preparing impact analysis documentation for the financial module upgrade, and tracking software and documentation issues. The team identified and diagnosed system issues, raised and resolved SRs, and conducted user support analysis, consulting, and hands-on troubleshooting during rollout and stabilization.
Outcomes recorded in project documentation included resolution of numerous accounting reconciliation issues, specifically addressing encumbrance and accrual accounting, and ongoing production support for both 11i and R12.1.3.
